GÜNEY AVUPA REFAH REJİMİNDE GÜVENCELİ ESNEKLİK: İSPANYA VE TÜRKİYE KARŞILATIRMASI

Abstract

Güvenceli-esneklik son dönemlerde çalışma ilişikleri literatürüne girmiş bir kavramdır. Bu kavram özü itibariyle emek piyasalarında güvence ve esnekliğin zıt olgular olmadığını aksine birbirini destekler mahiyette kullanımlarının mümkün olduğunu ifade etmektedir. AB güvenceli istihdamı, istihdam stratejisinin bir unsuru, ömür boyu istihdam ve iş güvencesinden istihdam güvencesine geçişin bir yolu olarak görmektedir. Ayrıca güvenceli esneklik, Anglosakson esneklik uygulamasının emek piyasalarında yaratığı tahribatın çözümünde bir araç olarak görülmektedir. Güvenceli esneklik kapsamından farklı esneklik biçimlerine yönelik farklı güvence biçimleri mevcuttur. Her ülkeye uygun tek bir güvenceli esneklik modeli mevcut değildir. Her ülkenin kendi yapısına uygun güvenceli esneklik modeli uyarlaması gerekmektedir. Bu durum refah rejimleri için de söz konusundur. Katı emek piyasaları ve yüksek kayıt dışığın hüküm sürdüğü Güney Avrupa refah rejiminin kendine özgü güvenceli esneklik modeli mevcuttur. Bu çalışma bu refah rejiminin üyesi olan İspanya ve Türkiye’nin güvenceli esneklik uygulamalarını incelmekte ve her iki ülkenin emek piyasalarının yeterince esnek olamaması sebebiyle güvenceli esneklik uygulamasında başarılı olamadıkları ileri sürülmektedir.

Abstract

Flexicurity is a concept that has recently entered the labour relations literature. Basically this concept indicates that in the labour markets flexibility and security are not necessarily contrasting terms, on the contrary they may be used to support each other. The EU considers flexicurity as an element of its employment strategy and a means by which harmful impact of Anglo-Saxon concept of flexibility maybe remedied. It is argued that different forms of flexibility may require different forms of security. There is no single model of flexicurity that fits all contraries. Each country, thus, must be adapted flexicurity to their own structures. This is valid for the welfare regimes as well. The South European welfare regime with its rigid labour markets and pervasive informality has also its own flexicurity model. Spain and Turkey are member of this welfare regime. This study intends elucidate the practice of Spanish and Turkish flexicurity models and claims that these countries have not been successful in the practice of flexicurity models due to the insufficient flexibility of labour markets.
