Abstract

Müzakereler uluslararası çatışmaların çözümü için etkili bir araçtır. Nitekim müzakere alanında yapılan akademik çalışmalar ve çatışma örnekleri bu iddiayı desteklemektedir. Müzakere metodolojisi incelendiğinde tarafları müzakereye iten koşullar ve üçüncü taraf konularının müzakerelerin başarısına etki eden faktörler olarak ele alındığı görülmektedir. Bu çalışmada bu iki faktörü içine alan geniş bir teorik çerçeve üzerinde durulmaktadır. Buna göre tarafları müzakereye iten koşullar tırmanma ve değişim kavramları ile açıklanmaktadır. Tırmanma şiddet düzeyinin artması sonucunda yaşanan insan kayıpları, alt yapı, yaşam alanı ve ekonomide oluşan zararlar olarak tanımlanmaktadır. Değişim ise uluslararası sistemde, coğrafi koşullarda, tarafların çıkarlarında ve karar alma mekanizmasında yaşanan farklılaşma olarak tanımlanmaktadır. Üçüncü taraf kişi, grup, ya da organizasyonlardan oluşur. Bunlar sürece dahil olarak taraflar arasında güvenin, tatminin, esnekliğin ve bilgi paylaşımının sağlanması, korkuların ve belirsizliğin giderilmesi, ve davranışlarının değişmesine katkı yapar. Ayrıca bu çalışmada, üzerinde durulan teorik çerçeve Mısır-İsrail müzakereleri üzerinde analiz edilerek uygulanabilirliği tartışılmıştır. Tarafları müzakereye iten koşullar ve üçüncü taraf faktörlerinin Mısır-İsrail müzakerelerinin başarısına etki ettiği sonucuna ulaşılmıştır.

Abstract

Negotiations are an effective tool in order to resolve international conflicts. As a matter of fact, academic studies in the field of negotiation and conflict examples support this claim. When the negotiation methodology is examined, it is seen that the conditions that push the parties to the negotiation and the third party issues are considered as factors that affecting the success of the negotiations. This study focuses on a broad theoretical framework that covers these two factors. Accordingly, the conditions that push the parties to negotiate are defined by the concepts of escalation and change. The concept of escalation is defined as human losses, infrastructures, habitat and economic damage because of the increasing level of violence. The concept of change is defined as the difference in the international system, geographical conditions, interests and decision making mechanism of the parties. A third party consists of a person, group, or organization. These contribute to provide trust, satisfaction, flexibility and sharing of information, and elimination of fears and uncertainty, and the changing of their behaviour among the parties. In addition, the maintained theoric framework is analysed on the Egypt-Israel negotiations in order to discuss its applicability. It was concluded that the the factors of conditions that push the parties to the negotiation and third parties had an impact on the success of the Egypt-Israel negotiations.
