Abstract

Roman kadınlar cinsiyet, etnik köken ve sınıf kesişiminde Roman olmanın “üçlü yükünü” taşımakta ve çoklu ayrımcılıkla karşılaşmaktadır. Makalede Roman kadınların yaşadıkları deneyimleri ve sorunları hem kendi aileleri ve toplulukları hem de daha geniş toplum temelinde analiz ederek, Roman kadınların kamusal alana katılım sorunsalını ortaya koymak ve buna dayalı çözüm önerileri sunmak amaçlanmıştır. Bunun için Tekirdağ-Aydoğdu Roman Mahallesinde 130 Roman kadınla anket yapılmış, ilgili kurum ve kuruluş yetkilileriyle derin görüşmeler ve mekânsal analizler gerçekleştirilmiştir. Roman kadınların mahallelerinde aidiyet, özgürlük, hayatta kalma ve dışlanmalardan korunma vb. ihtiyaçlarını karşıladıkları, mahallelerindeki kamusal alanlarda görünür ve hareketli oldukları, ancak Roman kültürünün devamlılığını sağlamaya yönelik topluluklarının kendilerinden beklentileri ve mahallede kentsel hizmetlere yeterince erişememeleri nedeniyle kamusal alana yeterince katılamadıkları; mahalle dışındaki daha geniş kamusal alanda ise cinsiyet, etnik köken ve sınıf kesişiminde önyargılarla ve çoklu ayrımcılıkla karşılaştıkları ve kamusal alana katılımlarının oldukça kısıtlı olduğu sonucuna ulaşılmıştır. Sonuçta, tespit edilen bu bulgulara dayanılarak, bir “Yerel Eşitlik ve Sosyal İçerme Eylem Planı” önerilmiştir.

Abstract

The Romani women have “triple burden” of being a Roma at the intersection of gender, ethnicity and class, and face multiple discrimination. In this article, it is aimed to analyze the experiences and problems experienced by Romani women on the basis of their families and communities as well as on the basis of the wider society, to reveal the problem of participation of Romani women to the public space and to offer solutions based on this. For this purpose, a survey was conducted with 130 Romani women in Tekirdağ-Aydoğdu Romani neighborhood. Deep interviews with the relevant authorities and spatial analyzes were conducted. It was concluded that Roma women met their needs of belonging, liberty, survival and protection from exclusion, etc. in their neighborhoods, and they were visible and mobile in their neighborhoods, but they didn’t participate to the public space sufficiently due to the expectations of their communities to ensure the continuity of the Romani culture and their inadequate access to urban services in the neighborhood; in the broader public space outside the neighborhood, there were prejudices and multiple discrimination in gender, ethnicity and class intersection, and their participation to the public space was very limited. Finally, based on these findings, a “Local Equality and Social Inclusion Action Plan” was proposed.
